I have a broken cell phone on ebay and people are bidding on it knowing it was submerged in water. I see most of the other broken phones are being bid on too. What do people do with cell phones that have sustained signficant water damage?

You ask them for their number. Cell phone numbers are protected by privacy laws and there is no directory.
