Don't be stalking anyone. Only the cell phone company or the government can do it. Be careful the government knows where you are.

The best idea would be to take it to an appropriate carrier store and get them to inform the person of the situation. You can't actually track a cell phone number using a website. Only the carrier and gov't can do that and the gov't is required to have a search warrant, so it's not going to be all that easy to just trace it.
