And then while the cell phone rings, I get the same static? What would a cellphone call have to do with a landline call?

The two calls are probably not connected at all. I believe the reason for the static is that the communications between your cell phone and the cell tower are causing electromagnetic interference. I've had cell phones do the same thing to my radio or to my PC sound.
